Quebec budget proposals to authorize ISP blocking of unlicensed online gambling sites have been presented to the state parliament by Finance Minister, Carlos Leitao.

The draft legislation will oblige ISPs to prevent Quebec residents accessing web sites on a blacklist to be complied by Loto-Quebec.

Opponents of the legislation say that the new law would be exceeding the state’s powers because telecommunications are regulated at the federal level. They also point out that it would be ineffective and cause financial hardship to smaller ISPs.
