Spanish Money Laundering Regulations Demand “Authentic” Identity Documents Before Winnings Are Paid Out

Players must prove their identity if they win €2,500 or more.

  • A new Royal Decree published at the end of April spells out the responsibility regulated gambling operators have for complying with money laundering laws.
  • Before winnings in excess of €2,500 can be paid out, operators must confirm the player’s identity by checking copies of identity documents.
  • The amount need not relate to a single win, but can be the result of a series of wins, such as those during poker cash games.
  • Operators now face a specific requirement to appoint a dedicated AML officer and must create an AML manual and establish an annual training program.

Mexico Tackles Corrupt Casinos in Advance of Producing New Gambling Legislation

New laws could be presented to parliament before the end of the year.

  • A crackdown on existing casinos in Mexico is an early stage in a roadmap to produce new gambling laws in Mexico according to a government report.
  • The report signed by the President of the Chamber of Deputies, Zárate Fernando Salgado, sets out a sequence of actions at the end of which will be a constitutional reform act which will replace gambling laws dating from 1947.

Pennsylvania Report Expects Regulated iGaming to be Positive for Land Based Casinos

$68m in extra tax revenues in year one plus a boost to casino revenues from new customers of up to $92m are predicted from regulated online gaming.

  • Positive support for the introduction of regulated online gaming in Pennsylvania has come in a report published by the Legislative Budget and Finance Committee.
  • The estimates prepared by consulting firm Econsult indicate “the total potential market for casino games is $178 million, and for poker it is $129 million.”
  • In an illustrative estimate of the effect on land-based gaming revenues, the report suggests a range from minus $15m to plus $92m. “The balance of the evidence suggests that the impact would be on the positive side.”
