Massachusetts Online Poker:Legal Status, iGaming Legislation & What’s Next

Massachusetts does not currently have regulated real-money online poker, but lawmakers have already developed detailed proposals for how a future market could work.

The Commonwealth has regulated online sports betting and land-based casinos, but players cannot access state-licensed poker platforms such as PokerStars exclusively on FanDuel, WSOP Online, BetMGM Poker, or BetRivers Poker for real-money play.

During the 2025-2026 legislative session, Massachusetts lawmakers considered two major internet gaming proposals: H.4431 and S.235. Both would have established regulated online gaming, and both contained provisions relevant to online poker.

H.4431 was particularly significant because its definition of authorized internet games expressly included poker and peer-to-peer games. The proposal also contemplated agreements with other jurisdictions that could have allowed Massachusetts players to participate in shared interstate gaming.

Neither proposal became law. Both were sent to study orders in March 2026, leaving Massachusetts without regulated online casino gaming or online poker.

In the meantime, several sweepstakes poker platforms currently accept eligible Massachusetts players. These sites are not licensed as real-money poker rooms by the Massachusetts Gaming Commission, and recent legislation proposed expressly prohibiting covered online sweepstakes games.

This guide explains the current status of Massachusetts online poker, the recent legislation that specifically contemplated poker, currently available sweepstakes options, live poker in the Commonwealth, and the prospects for future interstate shared liquidity.

Is Online Poker Legal in Massachusetts?

Massachusetts does not currently authorize or regulate conventional real-money online poker.

There are no Massachusetts-licensed online poker rooms offering real-money cash games or tournaments.

Regulated US poker platforms unavailable in Massachusetts include:

• PokerStars exclusively on FanDuel
• WSOP Online
• BetMGM Poker
• BetRivers Poker

Massachusetts has established legal markets for casino gambling and online sports betting, but online casino gaming and peer-to-peer online poker have not yet been authorized.

That distinction is important because several companies operating regulated gambling products in Massachusetts also offer online poker or casino gaming elsewhere.

A Massachusetts sports betting or casino license does not currently authorize those companies to offer online poker.

What Online Gambling Is Legal in Massachusetts?

Massachusetts has a substantial regulated gambling market.

Legal gambling includes:

• Daily fantasy sports

Legal online sports betting launched in March 2023 and is regulated by the Massachusetts Gaming Commission.

However, Massachusetts has not yet authorized conventional online casino gaming or real-money online poker.

That could change if lawmakers revisit the internet gaming proposals considered during the 2025-2026 legislative session.

Could Massachusetts Legalize Online Poker?

Massachusetts lawmakers considered detailed internet gaming legislation during the 2025-2026 session.

Two proposals were particularly important:

• H.4431
• S.235

Both contemplated regulated internet gaming under the Massachusetts Gaming Commission, and both included provisions relevant to poker.

Neither became law.

The proposals nevertheless provide a useful indication of how Massachusetts lawmakers could structure a future regulated online poker market.

H.4431 Explicitly Included Online Poker

H.4431 proposed establishing a regulated internet gaming market overseen by the Massachusetts Gaming Commission.

For poker players, one provision was particularly significant.

The bill’s definition of an authorized internet game expressly included:

• Poker
• Peer-to-peer games
• Blackjack
• Craps
• Roulette
• Other card games
• Slot games
• Skill-based games

That removed much of the uncertainty that sometimes surrounds broader iGaming legislation.

Under H.4431, poker was specifically contemplated as part of the regulated internet gaming market rather than merely being assumed to fall within a general definition of casino gaming.

The proposal would also have established licensing, regulatory, geolocation, responsible gambling, and technical requirements for internet gaming operators.

However, H.4431 did not become law.

After receiving a hearing in November 2025, the bill was ultimately included in a study order in March 2026.

Massachusetts therefore remains without regulated internet gaming or online poker.

S.235 Also Made Room for Online Poker

Senate Bill 235 provided another potential route to regulated online poker.

The proposal contemplated a licensed internet gaming market overseen by the Massachusetts Gaming Commission.

Its licensing model was particularly interesting for poker.

The proposal generally contemplated one gaming brand for each internet gaming license but provided an exception allowing a second brand specifically for poker.

That provision recognized that peer-to-peer poker operates differently from conventional online casino games and could require a separate poker platform or brand.

S.235 also contemplated reciprocal agreements with other jurisdictions for multi-state internet gaming.

Like H.4431, however, S.235 did not become law.

The proposal was sent to a study order in March 2026.

What Happens Next?

Neither H.4431 nor S.235 established a regulated market.

As a result, Massachusetts would still need legislation authorizing internet gaming or online poker before regulated poker sites could launch.

If lawmakers revive similar proposals in a future session, passage would only be the first step.

A regulated online poker launch could also require:

• Massachusetts Gaming Commission rulemaking
• Operator licensing
• Supplier approvals
• Technical certification
• Identity verification
• Geolocation controls
• Responsible gambling requirements
• Player fund protections
• Game approval
• Decisions concerning interstate liquidity

Massachusetts already regulates casinos and online sports betting, so much of the broader gaming regulatory infrastructure already exists.

However, internet casino gaming and peer-to-peer poker would still require additional rules, licensing, and technical approvals.

Sweepstakes Poker in Massachusetts

Several sweepstakes poker platforms currently accept eligible Massachusetts players.

These platforms differ from conventional regulated online poker rooms.

A typical sweepstakes platform uses virtual currencies rather than allowing players to deposit money directly into a conventional real-money poker balance.

One common model uses:

• Gold Coins for social or free-play gaming
• Sweeps Coins or another promotional currency for qualifying games offering redeemable prizes

Not every sweepstakes poker platform uses the same model.

ClubWPT Gold, for example, changed its structure in late 2025 and now incorporates Hand Analysis Credits and gameplay Chips rather than relying on the traditional Gold Coin/Sweeps Coin system.

Are Sweepstakes Poker Sites Legal in Massachusetts?

Massachusetts does not license or regulate sweepstakes poker platforms as real-money online poker rooms.

Some operators currently accept Massachusetts players under their sweepstakes or promotional models.

However, operator availability should not be interpreted as affirmative approval or licensing by the Massachusetts Gaming Commission.

Massachusetts law already contains provisions governing certain electronic sweepstakes, and the state’s recent internet gaming debate has placed additional attention on the sweepstakes casino model.

H.4431 proposed expressly prohibiting covered online sweepstakes games using dual-currency or similar systems to simulate casino-style gaming.

Sweepstakes Poker Sites Available in Massachusetts

Players should check the casino’s current schedule before visiting because individual games, stakes, tournaments, and promotions can change.

MGM Springfield

MGM Springfield also operates a dedicated poker room.

The casino currently lists 16 poker tables, with the room open daily.

Its published schedule includes cash-game poker, promotions, and No-Limit Texas Hold’em tournaments.

MGM Springfield therefore gives players in western Massachusetts access to regulated live poker while online poker remains unavailable statewide.

Could Massachusetts Join MSIGA?

Massachusetts is not currently a member of the Multi-State Internet Gaming Agreement (MSIGA).

However, recent Massachusetts legislation specifically contemplated interstate internet gaming.

H.4431 included provisions authorizing reciprocal agreements with other jurisdictions, while S.235 also contemplated multi-state internet gaming agreements.

Neither proposal required Massachusetts to join MSIGA specifically.

Massachusetts has a population of roughly 7 million, which could provide a meaningful in-state poker player base.

Interstate liquidity could expand that pool substantially.

Several regulated US poker operators already combine players from multiple states.

If Massachusetts eventually authorizes online poker and interstate participation, operators could potentially connect Massachusetts players with established multi-state networks rather than operate isolated Massachusetts-only poker rooms.
