Gambling giant MGM Resorts has submitted plans to build a casino project near Osaka in cooperation with the Orix Corporation.

It would be the first brick-and-mortar casino in a country that bolsters one of the strictest gambling laws in the world.

The plans follow up on the legalization of casino gambling on Japanese soil back in 2018 when Act No. 80 on Development of Specified Integrated Resort Districts was passed in parliament. It cleared the way for up to three dedicated casino resorts.

The first negotiations were reported in 2020, but progress was slowed by the COVID-19 pandemic.
